I thought that if you do turn it off, it does not come back
for the duration of the boot. Once you reboot,
it will come back on.
In Fedora, there are ifcfg-XXX# files
where you set each interface's configuration, including
whether or not you wish it to be managed by NM.
I have not found similar config files in Ubuntu.
