IMHO, I'm sure :)
Because, those who don't know what they are doing, can be taught to do:
sudo apt-get update && sudo apt-get upgrade
:)

I see your point but that is the way with Mini ISO. Of course, the Desktop
Version or the standard ISO that we all know is much easier but this kind
of installation is for special cases :)
