Red Cog on Ubuntu 12.04

Hi all,

I noticed some time ago the Cog icon on the top right on Ubuntu 12.04
stopped turning red after I run an update that requires a restart (like the
Kernel).

1. Why?
2. How do I fix it to get it back?
