apt-file search ecryptfs-recover-private
ecryptfs-utils: /usr/bin/ecryptfs-recover-private
ecryptfs-utils: /usr/share/man/man1/ecryptfs-recover-private.1.gz

so the package you need is "ecryptfs-utils", at least if you are using 
*ubuntu 12.04.
