I guess, but then I've never used alien to convert an RPM to a DEB, so I 
don't know what pitfalls, if any, you run into dealing with dependencies 
for different flavors of OS's (RPM based vs. Deb based). Since rsync has 
very few dependencies, it would probably convert just fine. However, from 
what I can tell neither site with the RPM's has 3.1.0 version listed yet.

Personally, I always check to see if there is an updated package in 
Debian Unstable, or from a PPA on launchpad before installing from a 
tarball. Unfortunately it hasn't been packaged on either site yet, but 
then again it's only been 2 days since it was released. :)
