FWIW I ran into the same issue updating to 4.3 on Friday.

I did this via apt-get, which said it installed 4.3, but when I
launched,4.2 was all I found.

So remove the 4.3 package and then do this:

# sudo apt-get -l |grep skype

and then

# sudo apt-get purge <skype package name>

The package name should be skype-bin, but if you ever installed from
the skype site's packages instead, you may have a different package
name to remove.

Then re-install 4.3 either from the software center or via apt-get in
a terminal.

Cheers
Jeff
