OK, well, I think we've isolated the problem! TBH I am not sure what
to do about it, though.
Forcibly upgrading it is what I'd do, and then, if necessary,
re-installing anything that was removed afterwards.
I am not sure it's relevant but this is the most informative answer to

FWIW, I don't use the S/W Center - I find it slow and it hides info
from me. Synaptic or the shell for me.
