Strange login issue

Even after having used and worked with Unix and Linux for decades one can
get oneself in trouble...
Im using Ubuntu 13.10, and on a notebook I needed to change the behaviour
of certain keys (on the keyboard) as it was a nuisance to have to fight
with apostrophes, tildes etc. So I fooled around with the language settings
as I could not find any clear description what to do to change this.
To make a long story short, I am now stuck with a user who can only log in
*without* entering a password (no matter what is changed via system
settings), and also cant change the password as the old password is not
accepted.
Even after setting a new password via root (su) for that user, it seems
impossible to change the setting that he should login without password.

Where can I find information about this, or is there a simple solution to
fix this mess ?
