Hello Gary
This list is a community list supported by volunteers. As far as I'm aware
it's not actively monitored by any Canonical staff as part of their day to
day role. We do get a number of staff posting from time to time but
generally in their spare time as a community member rather than as a
Canonical employee.
As for your issue, the core of the matter is it's been a design issue not
to allow this behaviour from what I can work out reading a number of sites
around on the internet, so no, currently I don't think this is a planned
feature.
Should you wish to have your feature request heard by the developers the
usual manner in doing this is by raising a bug against the Unity package.
There is a brief discussion on how best to do this already on askubuntu [1].
