problem upgrading 13.04 to 14.04

Since 13.04 is not an LTS version you must do it in two steps.
Does
sudo do-release-upgrade
not do it?  Alternatively you should be able to do it from the update manager.

As always of course make sure you have all important data backed up
before attempting an upgrade.  Also it is a good idea to revert any
ppas that you may be using.
