That works.

I only have one display.

I did not start the updater the system did.  I do not know how long the icon
was on the launch pad.

The update-manager started and opened a window.  The update-manager window
stated I needed to restart the system, which I did.  After the reboot I reran
the update-manager from a terminal.  The update-manager window stated the
system was up to date.

I will just have to wait until the next time the system wants to do an update
to see if the problem is resolved.
