I'm assuming you use 14.04, since the version in 15.04 is 4.4.2. The
reason that 14.04 has an older version is that 14.04 isn't the latest
release. It is also an LTS release, so I'm sure Canonical are quite
particular in what version they wanted of a major package such as
LibreOffice in an LTS release - one that was well tested when 14.04 was
released.
As Ubuntu is not a rolling release distribution, new versions of
packages are not added after a release, only bug and security fixes. If
you want newer software, then upgrade to a newer version of Ubuntu.
Alternatively, look for a PPA that has a more recent version of
LibreOffice or compile it yourself, but then you deviate from what
Canonical has tested and supports.
