Ubuntu can be shutdown from lock screen without password

Dear All,

I'm on Ubuntu 14.04

whenever I lock my laptop using Ctrl+Alt+l .. it shows lock screen and 
password prompt to log in again ... but at the same time I m able to 
shutdown my laptop without entering password ..!!!! from the to right 
corner ( gear like icon)

it seams strange to me ... suppose I've some process running and I 
locked my screen ... anybody can shutdown it without my knowledge/password


any solution ?
