Strange localization

This is weird, and I can't figure out why it is happening. I normally
use Synaptic or apt-get, but for various reasons I was trying to
install something from Software Center, and the authorization dialog
popped up. For some reason, the "header" of the message is in
Norwegian, but everything else is in English, as it usually is. See
attached screenshot.

Everywhere else, for instance while launching Synaptic, the entire
dialog is in English. $LANG is set to "en_US.UTF-8", and $LANGUAGE is
set to "en_US:en". I don't use Norwegian localization for anything else
than numbers formatting, currency and dates. The only times I do is when
testing translations, and then I specifically set the appropriate
variables in the shell I launch whatever I'm testing from.

Why is this different in Software Center, and why is only part of the
message in Norwegian? I've briefly done a search on Launchpad, but
couldn't find anything relevant, although it's quite possible I didn't
look hard enough.

Any ideas?
