It's not a property of X so there's no reason to think that it
wouldn't work in Mir. But we could be surprised! :)
It's set up by:
- "/etc/inittab" for sysvinit
- "/etc/init/control-alt-delete.conf" for upstart
- "/lib/systemd/system/ctrl-alt-del.target" for systemd
