Dead keys don't work in

I've been having a little problem with dead keys on the Norwegian
layout. They work in xterm, but not in gtk applications such as Claws
Mail or Firefox. I've tried both the standard Norwegian layout and the
Winkeys layout, and I've tried to set the right winkey to Compose, but
no luck.

Has anyone got any ideas for things I can try?
