I thought that both had WIFI on but the partition that boots slowly did not.

I turned on WIFI and reran the trace.  As I look at it is basically the same
with or without having WIFI on or off.  See the plot at

I added the boot parameter "init=/lib/systemd/systemd-bootchart".  It adds a
few more trace entries but nothing where the long wait occurs.  See the plot at

The partition that boots normally has /home in another partition and more
applications.  Both were installed from an Ubuntu CD that I used the defaults
except that grub is in the root partition as I already had a boot manager
installed.  Everything worked normally until the 15.04 upgrade.  I don't
remember what version was first installed but I install all upgrades and
updates on both partitions.
