Official download time?

I know this is an epically idiotic question, but is there an official time
of release for 16.04?  I'm hesitant to download the ISOs for 16.04 from
releases.ubuntu.com/16.04/ since they don't appear to be the full official
release.

I'm not used to the Ubuntu release process coming from the Fedora universe
primarily, so bear with me.
