the release is ready after the release manager declared it so :) 
he announces it on the #ubuntu-release IRC channel on freenode as well
as on the ubuntu-announce mailing list ...

before this has happened there can be a blocker at any time that might
cause everything to be re-spun , so you should wait for the announcement
when using any install media ...

if you ran a pre-release version anyway, just do a final upgrade after
the announce...

also note that when you ran the 14.04 LTS before there will not be an
upgrade notification until 16.04.1 (for obvious enterprise reasons :) )
