build from ubuntu source code

I have ubuntu built from source code and using klic for init. If I start
the device with Ro option device does not start all services [console does
not comeup]

However if I start the device in RW mode bash comes up fine.

how can I change my device to boot in Ro mode then switch to RW mode for
root filesystem?
