Perhaps there is a language problem here. Let me try a few variations:
Why do you want to "utilize the THA"?
What is the ultimate reason for wanting to change the THA on an
outgoing ARP packet?
What *end result* do you seek?
What are you doing this *for*?
It looks to me as if you are trying to use ARP as a covert channel.
