OK I've jumped through the hoops as promised and I have an Ubuntu
16.04.1 VM running on my desktop with xsane installed.

I've added the blank filter to the USB stuff, plugged the scanner into a
USB port on my desktop and fired up xsane on the VM. It finds the
scanner. Ask xsane to "Acquire preview" and the scanner immediately
makes noises, then stops. xsane puts up an error dialog, same as I had
before I think, which says "Error during device read: Error during
device I/O."

Conclusion:- this isn't the fault of the Mint developers because Ubuntu
has the same bug.

If I now add to /etc/sane.d/net.conf
connect_timeout = 60
192.168.2.2

and move the scanner back to the server, the VM scans perfectly.
