Title bar/menu problem on 14.04

indicator-appmenu only provides the container for the menus in the panel
and window frames i think, i would assume there is some compiz component
that actually rips them out of the apps ... i guess you could also just
take a look at how 16.04 does it (i.e. what configs change if you toggle
the new setting to always show menus), perhaps that works on older
releases too.

also the 16.04 unity changes will most likely get backported to the
former LTS (14.04) so if you are patient you should get the new option
either way (through LTS upgrade or backported desktop functions).
