16.10 not working with dual screen

I've had lots of problems with multiple monitors starting about 16.04.  I
have three.  I can boot into 14.04 where there is no problem, or 16.04
where it's hard to get any monitors to work after they shut off from
inactivity.  There are other problems as well.  This doesn't seem exactly
what you're seeing, but could be another symptom of a similar underyling
thing.
