Wordpress issues

Well I finally got my server backup. None of my old information, pages are showing up. I can see plugins, themes. For some reason I can't upload, get update. I know before I had to give full access permissions will work on that tomorrow. My big issue is I need to be able to modify my php.ini file in root to increase the allowable file upload size. How can I get these files to show up where I can modify the file. Can even get to it when logged as root. I have my my old media files in the Wordpress directory. When I go into dashboard doesn't show any of the files. Any ideas?
