There are lot of types of lcd panels. Some are cheap and require that 
you view from dead center and just the right angle to see the best picture.

Others have brightness ranges from 250 to 300+ nits.

The best type of panel, imo, is an IPS type. They can be viewed from a 
much broader range of angles and you still see a great image.

And while I like monitors that are 300 brightness or more, an IPS panel 
thats 250 brightness is still better than a 250 brightness in one of the 
cheaper panels.

You can find a 24" IPS panels starting around $250 or so.
