Because the system is offline - it can hardly run online when there is
no working network.

No, just that for some reason your network is not working.

I think that is maintained by network manager, and if you get the
network working it will re-appear. I don't think that it is the cause
of the problem.
If you click on the network icon in the top panel is Enable Networking ticked?
What happened when you connected direct to the modem with a new cable
as I suggested?
