Raid 1 - can't boot with only one HDD

Hello

I installed a Unbuntu server LTS 16.04 and I configured a raid 1 with 2 
HDD's.
I used this setup on many computers with previous Ubuntu vesions but 
now, when I remove one HDD the raid is not booting any more, I receive 
the messages:
Begin: Running /scripts/local-block ... done
Begin: Running /scripts/local-block ... done (this message repeats many 
times)
Gave up waiting for root device
ALERT! UUID=2ccbe...... does not exist. Dropping to a shell!
