external mouse/keyboard only works after reboot

Thanks for you input.
No, the mouse/keyboard are USB.
And in fact sometimes the hotplugging works.
Maybe the error is only there after the laptop awakes from suspend mode.
The mouse/keyboard of the laptop itself works though. Always.
