Which project should I use to submit sleep / power management bugs with ubuntu-bug?

To me it looks more like a kernel issue than xorg. Try the command
ubuntu-bug linux
in a terminal. It will automatically collect some infos about your
machine related to kernel bugs and append it to the bug report. If the
kernel isn't the correct package, someone will take care of that after
you have reported it.
