I found I had to manually re-install the Synaptics trackpad driver.

Of course this only applies if you have a Synaptics trackpad! If you
have an Alps one or something, you may need to re-install that driver
instead.

I think 18.04 removes the vendor-specific drivers in favour of a
generic one, which did work for me, but right-clicking, multi-finger
scrolling, tap-to-click and other features did not.

Once I reinstalled the Synaptics driver, all the functions worked as before.
