Ubuntu 18.04 LTS Epson scanner Perfection 4490 Photo

My Epson 4490 scanner works fine using the iscan software from Epson under
16.04.6 (LTS) but cannot now be accessed under 18.04.2 LTS - error message
like: cannot send commands to the scanner. Check scanner status.
When this problem arose, I installed 16.04 as a dual boot on this hardware
(a vintage Dell Tower Dimension 9100, Intel Pentium(R) 4 CPU 3.00GHz CPU, 4
GB RAM, etc.). The 4490 scanner works fine when I boot 16.04, but fails as
described in this thread under 18.04.
18.04 seems to have broken something that the Epson driver/iscan uses.
Maybe it's something in the sane pkg? The version of sane in the 16.04 boot
is :
