How do I change the colour of the prompt text in terminal emulators

while there should be some hints about how to manage the prompt at:

the color scheme of your shell itself is typically not touched by any
apps (unless you ran some random scripts from the internet... normally
debian packages respect to not touch ~/.bashrc) so i'd look after what
theme packages got updated recently that might have changed this on a
system level.
