You may be right. I *do* get the error message in my home directory,
but I do *not* get it in /tmp. Im running 16.04LTS. To me it's odd that
you (th) own /home; on my system /home is owned by root. Not that this
has any bearing on the current situation (I think).

Also don't know if apt-get download is doing the same things as apt
source. Probably.

At any rate, from what I can read this seems to be a warning not an
error, so possibly not a practical problem?
