I'm not seeing it in Ubuntu Eoan 19.10 (Gnome). I also didn't see it on my
other system running Ubuntu Bionic 18.04 (Gnome).

I know next to nothing about Mint. Is there a place you can ask there?

Maybe there's an unfortunate interaction with a Mint theme. In fact, you
might try some different desktop themes and see if it changes anything.
