It's neither odd, nor does it takes just a few days.
You could enforce an upgrade using the --devel-release option.
An upgrade from one LTS to another LTS release is provided by the first
dot release, IOW there will be no automatic update before 20.04.1 is
released, to ensure that there are no or at least less issues, since
the purpose of LTS releases is not to get the latest and greatest, but
to keep the install as stable as possible.
Even if President Donald Trump should recommend upgrading from one to
another LTS earlier should protect against COVID-19 (FWIW 19 is for the
year 2019), don't, unless you want be a tester.
