borked 20.04 install on wsl and recovery

I recently upgraded from 18.x to 20.04 on wsl for Win10.  Apparently
due to a sleep() bug, it borked my install.  I managed to recover and
continue the install somewhat where I have a working system now.
However, the update downloaded humungous number of packages and when I
did the recovery, I could see it pick the packages locally for
installing and rarely downloaded new packages.

How do I check for packages that are downloaded but not installed?  I
believe there must be packages that did install after it aborted and I
did some install steps manually.
