libnotify4 on focal requires gnome-shell?

That's very useful, thanks! Since I manage my systems with Salt, I'll need to figure out the best way to update my collectd formula for focal to skip the recommendations but then add back in the stuff that I will need that otherwise won't get installed, so a bit of iterative manual package installing until everything is working as needed.

It doesn't *require* it; the package relationship in this case is Recommends, so you can use --no-install-recommends to avoid it.
