The issue wasn't with the compile but rather the 
liblz4.so was nowhere to be found on my system. 
The library either did not install properly when I 
initially installed Ubuntu or it accidentally got 
remove from the drive.

I first remove the .so files from when I did a 
manual build. I then removed, purged and 
reinstalled lz4. Now the file is in 
/usr/lib/x86_64-linux-gnu. The compile now works 
the way it should.
