Network manager refuses to hold VPN passwords since 19.10 upgrade

Hi,

I have Ubuntu-MATE on my laptop.  When I upgraded to 19.10 a few
months ago, the network manager stopped storing my VPN passwords &
refuses to save them for later --- even when I edit the connection,
select "Store the password only for this user", & type it in again, it
makes me re-enter it next time I want to use the VPN.  I even tried
deleting one VPN & adding it again, with the same result.

(The wifi passwords are still stored automatically, though.)

Any suggestions for fixing this?
