bad block/superblock on new disk?

that looks like a hardware issue, is the wiring correct (if it is USB,
are you plugged into a 2.0 or 3.0 port)?

note that you definitely do not need a partition table to write a
filesystem to a disk (if a table was required 90% of pre-formatted USB
keys would not work on linux ... windows likes them vfat formatted
without partition table, cameras, media players etc often do not even
support partitioned SD cards ...) this is either some controller or
wiring issue or there is some write protection mechanism in place ...
