Why the changes to the 18.04 desktop?

Hi Owen,

Odd the alt-tab behaviour in 20.04 has never been anything but changing the
focus for me on multiple installs of different flavours.

Are you sure you don't have a program or setting somewhere in your profile
that's over ridden this default locally?
