16.04: How do I get my copy dialogue back?

I don't actually know what dialog you are talking about, what exactly
are you doing to initiate it and what did the dialog show?
What flavour of Ubuntu are you running?
Try logging in as a different user (create one if necessary) that will
tell you whether it is something in your settings or system wide.
You could try booting using the latest live image of 16.04 on a USB
stick (or similar) and see if you get the copy dialog then.
