This is a *red herring*.  It's just that apt reports the error without
the compression extension.  Whatever problem you're having (which I'm
not sure of - looks like a network issue maybe?) is *not* about Packages
vs. Packages.gz - you'd be seeing some other error message than
"Connection failed" if that were the case.

I know that this does not solve your problem, but I hope it will at
least allow you to avoid focusing on the wrong problem.
