If the package is in the current directory, then you need to use "sudo
apt install ./whatever.deb" rather than omitting the "./".  But omitting
the "./" didn't work in 18.04 either.  When you say "this fails", could
you go into more detail?  What exact error message do you get?

The "apt install ./whatever.deb" form is tested by apt's test suite, so
should still work fine.
