Yes.  It does work with a path.  The first time I did it (on my 18.04 system), 
the deb file was not in the current directory and it worked.  Under CentOS, 
yum has a command 'localinstall' for this purpose.  The man pages for apt 
probably need some overhauling.  It would be *nice* to either document how to 
*properly* install from a .deb file OR (really better) have a separate command 
(ala 'localinstall') for doing that.  The current state of affairs is somewhat 
problematical...
