You have shown that nothing is listening on the expected port on the
expected interface of the expected host. It's not a firewall or packet
filter of any kind.
Right now my best guess is that the RealVNC you have installed either
does not support or is not configured to handle local connections.
But it's just a guess.
There are probably logs somewhere you could inspect for clues. Google
may throw up clues too.
