How do we configure the panel clock in 21.04

Use "gsettings".  I do not know all the parameters but here is the only one I
use:

gsettings set org.gnome.desktop.interface clock-show-seconds true

Did you ever notice: When you put the 2 words ' The'   and ' IRS ' together it spells   'Theirs...'
