autoinstall - not boot after

Very weird thing happening... with 20.04

If I install manually - all is fine.
If I issue commands to do autoinstall over the network - it all works -
installs and reboots - but then it does not find the disk to start... My
storage section is easy:
  storage:
    layout:
      name: direct

The KICKER is - if at boot - I hit F10 to select boot device - my disk is
listed - I select it, I get the GRUB menu, I select or let it timeout and
it boots.

if I reboot -or just boot I always get the "bootable device has not been
detected".

Booting and listing "parted -l /dev/sda"
1 has the bios_grub flag
2 has ext4
The system is non-EFI.  -  so I'm guessing that bios_grub should be on the
/dev/sda2  !!!!  is that right since its non-efi  ?

I did parted /dev/sda
toggle 2 bios_grub
toggle 1 bios_grub
then ran update-grub
but I still get the "bootable device not detected"

What do I need to do to make the disk seen as bootable ?
What do I need to do to autoinstall file to make this happen automatically?
