Not always, no.

The 4.10 and 5.04 releases at least booted into text mode and then
used the Debian installer. By I think -- it's a long time ago -- 5.10
there was a live CD as well as an install CD, and by 6.06, the first
ever LTS release, I think they might have merged.

But no, for the first few years, there were not.
